NMSHMM Applies for ACHMM Leadership Conference and Provides Support to Albuquerque Citizen Corps Council

Summer is here and the rains have returned. In most of the state, fire danger has been replaced by daily flood warnings. While we are receiving record rainfall, parts of the west are still in major fire danger and drought with large fires in Wyoming, California and Montana still burning. The record rainfall has occurred overnight or within hours in some places. Many models are suggesting that this winter will continue where the summer let off. Get your snow equipment ready.
Our August lunch presentation by Bill Profer, Regional Director of the Automotive Recyclers Association, on Regulatory Changes for the Automotive Recycling Industry was very well attended. The automotive recycling industry in New Mexico is very proactive in its recycling efforts. The Vehicle Mercury Switch Recovery Program, which was supported in New Mexico, was adopted by the Environmental Protection Agency (EPA) on August 11. The program will cut mercury air emissions by up to 75 tons over the next 10 years.
A salary survey published in the July/August 2006 issue of Environmental Protection (www.eponline.com) documented the increasing importance of the Certified Hazardous Materials Manager (CHMM) certification. The CHMM was the second most common certification listed by respondents to the survey, following closely behind the PE for Professional Engineers. Several of the respondents felt that certification will become a key issue over the next few years.
The NMSHMM Board submitted a proposal on August 25 to sponsor the next Academy of Certified Hazardous Materials Managers (ACHMM) Leadership Workshop here in Albuquerque in April 2007. The board solicited bids for the meeting location, lined up corporate sponsors (over $2,000) and located speakers for the workshop. The Leadership Workshop would increase our chapter's profile within ACHMM and provide some quality training for our membership.
NMSHMM presented a check for $1,000 to the Albuquerque Citizen Corp Council to sponsor the next Community Emergency Response Team (CERT) training class. The class started September 5. CERT members have responded to the Bosque fire watch prior to the rains as well as recent the flooding in Belen. It's a great program to be involved in. We will be in Santa Fe at Tiny's Restaurant for our September meeting, and a field trip to the Eclipse Aviation facility is scheduled instead of our lunch meeting in October (see articles below). The field trip will take about three hours and will include stops at the innovative friction weld and paint shop areas. This will be an excellent opportunity for members to check out a new and exciting industry here in Albuquerque.

September Meeting Note
Join NMSHMM in Santa Fe on September 13
Instead of our usual luncheon meeting, we will be holding our Wednesday, September 13 meeting in Santa Fe. The meeting will start at 5:30 for meet and greet, at Tiny's Restaurant, located at 1015 Pen Road. See map below. The meal cost is $14.50, which includes salsa and chips, tax and tip along with your main course selection of (1) ground beef burrito plate, (2) Taco Plate, (3) Taco Salad, (4) Enchilada Plate, (5) Rellenos, and (6) Chilupas. The last two items on the menu choice are vegetarian. Barry Birch will be collecting from everyone, so please have the cash or a check ready. Please pay separately for your own drinks (at the full service bar).
Our speaker will be Marcy Leavitt, Chief, Surface Water Quality Bureau of the New Mexico Environment Department. She will discuss the status of NMED efforts to gain primacy for the Clean Water Act National Pollutant Discharge Elimination System (NPDES) program from EPA Region 6 and what the NMED program will look like.

October Field Trip
NMSHMM to Visit Eclipse Aviation on October 18

The field trip to the Eclipse Aviation facilities in Albuquerque is scheduled for Wednesday, October 18, and will be held in lieu of the October lunch meeting. We will meet Charlie Steele, Eclipse Environmental Health and Safety manager, at Eclipse headquarters (located just west of the airport, on the west side of I-25 [more detailed directions will be provided later]) starting at 1:30 pm, and will start the formal tour at 2:00 pm. It will take approximately 3 hours to go through the entire facility, so the tour should end at about 5:00 pm. Eclipse will be in full production mode in October, so this will be an opportunity to observe the entire small jet manufacturing process from beginning to end. The trip is limited to NMSHMM members only, with a maximum of 50 people, first come, first serve. The new uniform hazardous waste manifest will need to be used for all hazardous waste shipments starting September 5, 2006. The following is a list of approved printers of the manifest that are selling them to the public.

The Printer's National Environmental Assistance Center (PNEAC) has made available on their website a short flash video training that provides basic guidance on use of the new manifest form. Cathode ray tubes (CRTs) and processed glass removed from CRTs sent for recycling are conditionally excluded from the definition of solid waste (40 Code of Federal Regulations [CFR] Parts 261.4 and 261.39, 261.40, 261.41). Disposed CRTs are still considered a solid waste. The Pipeline and Hazardous Materials Safety Administration published revised definitions of “hazmat employee” and “hazmat employer”; replaced the term “exemption” with “special permit”; and modified shipping paper retention requirements in December (49 CFR 171). A correction and further explanation of these changes were published in the Federal Register at 71 FR 44929 (August 8).
The EPA is accepting proposals for their targeted watersheds implementation project for FY07. See the target watersheds grant web page www.epa.gov/twg/. The EPA issued a guidance document for implementing the methyl mercury water quality criterion, which is fish-tissue based (40 CFR 131.11(a)(2)).
